Can't get calander on custom Outlook form

I am developing a custom appointment form in Outlook 2003 calander. When adding catagories the only option for "Start" and "End" come up as a fill in combo box instead of the calander drop down that is in the standard appointment form. I found out there are 3rd party companies that sell this option for $50 +. Are there any other options?
