This tip is very specific, so these are the details that would apply.

1. You got Norton internet security installed.
2. Your pc is clean with viruses and spyware and stuff.
3. You are browsing like a lot of pages or making a lot of tcp connections at one time (like using a download manager or something ;) ...
4. All of the sudden pages won't load anymore and you cannot make more tcp connections although if there were already connections stablished they might keep going on for a while.


THis is what may have happened:
- The service called "Symantec network proxy" might have stopped due to "excessive" load.
- You can read a register of system events in control panel/administrative tools/event viewer. This is what you may find there (my windows isn't english so i am translating, the actual words may differ a little)

"The Symantec Network Proxy service ended unexpectedly. This has happened once. The following action will be taken..."

- Just go to control panel/administrative tools/services and open the properties dialog for that service and restart the service.

- The problem is that in the recovery tab the default option is "take no action". We must change it to "restart the service".
