want an application that runs like a taskbar

Hi all,
I need help with creating an application in vb.net that will behave itself a taskbar in that it will
# attach to an edge of the screen {sort of like a scrolling marquee or jet audio(PC) toolbar mode}.
# not overlap any other windows but wedge itself in at the screen edge & cause all other applications to resize when it starts or moves.

P.S: I'ld appreciate if it's kept as simple as possible {had problems understanding some things I'v come accross}
