Windows XP does not come with any such tool. You can only change the size of drivers other than the drive in which Windows XP is installed . You can format it using the simple utility provided in the device properties. You can also browse download<dot>com to witness a collection of softwares meant for the purpose of paritioning.

You'll need third party tools to resize existing partitions. Make sure that you back up your data before resizing a partition.

This also depends on the empty unused disk space, as JorgeM says you will need third party tools to shrink a partition, but you can increase if you have free unused disk space.
