Application failed to initialize 0xc0000135


I got above problem while trying to run a .exe of a vb.net program I wrote.(in a different machine).


How can I solve it?

Do the other machines have .NET Framework installed?

Is the .net platform is essential to run the .exe????
I mean it's an .exe right?
