Any idea how this effect is acheived or how a similar one can be:
Like when posting a website on facebook it takes a screenshot of the website and holds it in a thumbnail image to display it back to the user.
I need my users to be able to submit a link, and then to the left an image of the website appear for display.

Indeed like these! Although http://www.shrinktheweb.com/ has a limit I think my website will run over and http://www.zubrag.com/scripts/websit from my first impression sounds like I'd need to run .exe files from my server on the users computer? Is that right???

No. The exe file needs to run on the server. So it won't work if you have a linux server.
