I'm creating a hotkey application and this application does work when focused and also if not focused, so my problem is I cannot disable keyboard keys like ctr+alt+Del or alt+f4 while not focused. I want to disable those keys while the program is running and while unfocused. :D thnx for the answers.

If you are using windows post this in the windows forum under hardware and software, it can be related to some settings on your computer or as Nick had said a virus. if that is the case, other helpers will take over your problem from there.
