If your site uses frames, then you got problems as the Search engines spiders cannot crawl the framed pages. We can use
<no frame><body> content of the framed pages <a href= "links if any"> </a></body></no frame>.

I don't recommend using frames. Search engines don't like them and they aren't that good for usability at all. Plus, with techniques as simple as server side includes, they're not necessary to do shared borders / navigation even on a static site.
