I need to find a Template Generator that I can use to create blogger templates for my readers or a template design software that will code in XHTML/HTML so that I can offer them on my website. If anyone knows of software that will help me reach my goal please let me know. This would be a great help to me. Thank You:)

I don't think I made my self clear I am looking for Turnkey Template Design Software that I can download to my computer and build website templates for Bloggers/Website owners, so really a template design software that includes the all the tools and will code in XHTML/HTML. Please does anyone know of downloadable software like this?
