The labtop is a PCG GRT 250P and it has a software problem with windows XP. The computer starts up and countious reboots before it get to the sign in screen. I've tried to reinstall Windows XP but the BOIS dosen't show the cd in the drive. Does anyone have any idea as to what to do?

In the bios do you give boot priority to the cd-rom drive over the hard drive?

Yes, Go into the bios and select the CD Rom as your first book device. Save the changes and reboot with the CD Rom in the drive.
You may have a boot virus. Are you running any virus protection?
