I first installed windows 7 and then fedora 10 , while installing fedora 10 there was power cut and now i am unable to see any of Operating system
I tried to install widows 7 again it says some problem with the hardware and now i am unable to install any of the above
SO please help me in this asap.

what is the message? I guess you can still enter the BIOS, check if the BIOS detects HD. When done do not go for reinstallation. just repair the windows loader. check this Fix Broken or missing windows Bootloader

now whenever i turn on the computer displays "intel desktop screen"

so your system freezes displaying the intel logo. probably some problem is occuring during POST. This is a crude method but try it. Remove the CMOS Battery, remove the HD and reattach it, then restarts the system. upon successful completion of POST sequence the boot loader will start loading the OS. If the loader is broken there will be a message.
