My emachines computer won't start.

When I plug it into the outlet, the LED light turns on but everything else including the fan won't. I replaced the power supply but that doesn't seem to be the problem.

The cooling fan is dusty and I have read that I should clear it...

Do you think I need to replace a heating pad or the fan ?

I'd appreciate the help and suggestions.
