This is not a Windows problem, but I did not know where to place it.

My Monitor is locked with the mesg ' No Signal Input or Cable Disconnected '
I have disconnected and reconnected all wires and cables and have replaced the Video Card. Nothing works and cannot bring up Windows.
If anyone has come across this problem and can help I would be greatfull.

That message means exactly what it says. The monitor is not receiving a signal.
The monitor cable may be faulty. The cable may be inadequately attached or the connectors dirty. The display card may not be working, or not inserted firmly in its slot. The PC may not actually be working correctly.
