I found a fix for cmicnfg.cpl; does the same fix apply to cmnicnfg.cpl?

My problem in not being able to open Quickbooks - I can't uninstall or install over the existing program. I've tried sytem restore back for three dates after I used Quickbooks last - message says unable to restore.

All other programs open and run.
