Hi everyone !.
I have a Dell Inspiron laptop that is running Windows 7 and is a 64bit system.
It has one problem that I can't fix. Every time I boot up the laptop or reboot the laptop, and I try to open the Control Panel, it freezes up the 1rst time I try. Then I get an error message:
Windows Explorer is not responding. It then gives me the choice to Restart, close the program or wait for the program to respond. Every single time, I choose to RESTART THE PROGRAM. Then I go and try to open the Control Panel and it opens perfect every time I try to open it untill I reboot the computer and I have to go thru the whole proccess again.
Any help is greatly appreciated in trying to fix this problem !

Your problem could be caused by quite a few things. The first thing to try is to boot into safe mode and see if you can open control panel there.
Safe mode instructions - http://www.bleepingcomputer.com/tutorials/tutorial61.html
Tumbleweedracef 44 Posting Pro in Training
I forgot to tell ya that I did try SafeMode and it loads the 1rst time, every time.

Right, that eliminates a failing hard drive and faulty ram almost completely (although it is still possible but unlikely).
Next, what security software do you use? Please list all the security programs you have installed. Have you scanned with them recently? If so, what did they find?
Tumbleweedracef 44 Posting Pro in Training
I use Avast Antivirus and Spyware Blaster. There were some viruses on the laptop a while back and Malwarebytes took care of them. The laptop runs great, except the freeze up, as I try to open Control Panel, when I bootup , once

I can try to find the old Malwarebytes logs for ya.

A fresh Mbam scan log would be better!

When I hit "fix" and error popped up that said :
HijackThis cannot repair 010 Winsock Lsp entries. You should use LSPFix for that, which is available from http://www.cexx.org/lspfix.htm
If the 010 item belongs to WebHancer, New.Net or CommonName, Spybot S&D can remove it automatically. Spybot S&D is available from HTTP://www.spybot.info/.
