I have googled this and tried many fixes. Nothing works. I would like to roll back to Windows 7 and try to install 10 again. I have no control panel and no access to Safe Mode. What else can I do.

Does the taskbar and start menu appear but nothing happens when you click, or does it not show up at all?

I think you update old windows os to windows 10. If it is there is no fix rather than installing windows 10 freshly.
