Forum software typically runs on top of some sort of web server. So, you should be able to add whatever "web" technologies you want to them.

Most forum software runs off of php with a mysql database by default (ie phpBB, vBulletin, Invision) The best setup for you to get started would be a linux server with php and mysql support.
