is it possible to happen that i made a shorcut on my desktop linking to google.com for example then i click that same shortcut again, i want that it will not open a new browser or tab instead it will only direct to the one who is already open?

It depends upon the browser. For example, Firefox will allow you to specify in the configuration pages that opening a shortcut or new link will open a new tab or window.
