im trying to upload a file

My.Computer.Network.UploadFile("C:\hello.txt", "http://www.google.co.uk/", "", "", True, 1000, FileIO.UICancelOption.DoNothing)

and i get
a 501 Not Implemented error does this mean the upload address is not allowed? if so does anyone know any websites were you are allowed to upload files
