okay so this is really killing me... does anyone know where there is some good information on the subject. all i want to do is make an app that can read and possibliby extract messages from a .pst and or .ost file...
any help is greatly appreciated.

I couldn't find much from google using "read .pst from vb.net" which is probably similar to what you were searching for. When I switched the search to "coding for outlook with vb.net" I got some results that probably will help you.
