QB64 is a programming language written in c/c++, it is fully compatible with QB 4.5 but with extended modern features and now we would like Galleon (the developer of QB64) to add the ability to call external libraries (dll files). However, Galleon is busy with the compatibility issues with QB 4.5 and doesn't have time to implement this yet, we have done some research though and found some possible solutions, but as you might figure the people in the community of QB64 is mostly interested in BASIC and don't have much experience in C/C++, so we ask for your help if you want to try implementing it. It is not certain when or if Galleon will implement your version of dll-calling but if he does you will get credit for it (I'm sure you will get credit even if he only used your code as inspiration).
