My friend's mother is looking to start up a Social Networking site. I am a web designer and I am looking to hire a Developer, but I don't know what skills they need (ie. php, ajax, etc., ?) Also, for a developer, roughly how much would they charge for this type of job? Would only one developer be sufficient? Thx

PHP framework such as code igniter will make teamwork easier and faster, but it will slow down your site. Be wise.

IMHO, the requirement will be : PHP with a framework such as CI, CSS, javascript with jQuery, and MySQL.
