It depends what your definition of "best" is!

If you want reliability, speed, fast customer service, then Rackspace and AWS.

If you are in a specific country, then you should consider a host based in that country e.g. LeaseWeb in Holland.

If you just want something cheap, then Hostagator and JustHost are both cheap and popular.

It depends how much you are satisfied with your hosting provider.well I will prefer planetonline.net, coz i am very much satisfied with this hosting provider, they have done excellent job for me.

Great sharing, one thing i would like to add is to get Best SEO Hosting plan at minimum cost and it should also complement the requirement of the client
