I'm completely new to PHP and I'm using dreamweaver. I'll be displaying a list of names but I want its background to stretch as long as the list of names. Something like the middle portion of this site - http://library-online.org.uk

That should happen automatically. You need to use CSS to style borders. Have a look at border-radius: http://border-radius.com/
Otherwise you need to use a bottom and top image within the first and last tag. Some browsers support multiple backgrounds. Unsure how many at this point.
