with windows (was it 7 or 8?) all imaging is done with directx. if you are talking about a scanner interface, I think that is still done through WIA or TWAIN.

oh, wait a minute, you want an imaging component for PHP??? you should look at GD and imagemagic.

within that last link take a look at Cairo, it is win32 and OpenGL oriented, and has truetype fonts that you may be looking for.

cairo is in PHP, surprisingly. I was just looking at it in the PHP manual. the previous stuff wasn't. the lady was confusing me until I saw that there was indeed stuff indeed for this. manuals can be found at php.net, but you need to look for the downloadable version, specifically the enhanced chm file. it has nice search capabilities. that is what I usually tell people.
