I have tried Godaddy, tried wordpress support.

I'm not familiar with WordPress. But there should be a header file header.php or this function get_header();. You need to make it connect with the index.php file.
Your page are trying to read from a folder where access has been set to be denied, hence your error. You need to check which part of your code it is that is returning the error to find the folder that has access rights on it. Then clear the access rights.
