I've got this htacces code

RewriteCond %{REQUEST_FILENAME} !-d
RewriteCond %{REQUEST_FILENAME}\.php -f
RewriteRule ^(.*)$ $1.php

RewriteCond %{REQUEST_FILENAME} !-d
RewriteCond %{REQUEST_FILENAME}\.html -f
RewriteRule ^(.*)$ $1.html
I can load html files without the extension (test.html becomes test) but a php file in the same directory gives a 404 error when I try and do the same.
Why is is it doing this?
