PHP equivalent of URIUtils.createURI

Is there an equivalent for the following java code in php:

URI uri = URIUtils.createURI("http", serveur, -1, makeCall, URLEncodedUtils.format(qparams, "UTF-8"), null);

Ok, so we're dealing with this:

public static URI createURI(String scheme,
                   String host,
                   int port,
                   String path,
                   String query,
                   String fragment)

Are we to assume that serveur and makeCall are variables?
