Maybe they outsourced the production? If they just give the dolls out, they only have to give out all the dolls then claim that it was 2500.

Oddly, here in Seattle, when the Mariners gave out Ichiro dolls some entrepreneur gave free game tickets to a bunch of homeless guys in exchange for the dolls and then sold them on the E-bays. Caused a real stink locally.
