I would vote for Vibrant Media. Because, InfoLinks and Kontera sometimes do not serve related links to the contents.

Is it Hard to get into Vibrant Media?

Do they pay well?

They pay well, and they have a large number of advertisers. But their verification process is hard to pass. If you do not a website with good content and traffic, then they wont approve your application.

I believe Vibrant was with MSN ads for a while. Not sure if they are still with msn?

I would also like to recommend echotopic. It was not listed in your Poll items. I think you should include. Again, it is also very strict in accepting publisher applications. :)
