First of all create your portfolio on freelancer job sites which you get by searching on google then explain what you can offer in SEO..... as SEO is too tough now a days you have to be precise and specific about your goals

Most SEO jobs are contract base or internal (only hired to work for their company only).

If you have some experience it will be helpful if not you can do internships to gain some expereince.

Well if you have a good experience in SEO.Then Create your profile on odesk.Clear Odesk readyness test.Then qualify your skill test like SEO Test. After this process you will be able to make a bid for any project.
