Simple HTML Question

So, I am new to HTML and was wondering: how could I write a website that would allow the users to post new material (like a blog)? I know that is very vague, but it is sort of like a blog post, if that makes sense. Any help is welcomed. Thanks!

You can't per se, this is normally achieved via php+mysql+apache.

You can do it in PHP mysql
