I like to use layers for designing my web pages instead of tables just because its so easy. I was wondering how i would give my layers a relative position rather than a fixed one. So if my users are viewing the website with a different screen resolution, the graphics don't move out of place.

Unfortunately with the current css standards this isn't possible. I would not advise using layers. basically because of the reason you have mentioned.
