you cannot do that using just HTML
you need a database backend and a server side language such as ASP or PHP

If you have Dreamweaver, it has some premade scripts and will help you to make Login Page, within seconds. But if are working relatively big project, you will need to learn a Server side and database.
Also you may find some snippets over the web.
