The above message appears on the any monitor connected to my sons old Dell Dimension 2400 and the PC appears to be booting up when turned on, but I cannot be sure as the monitor only shows this message. When the monitors are plugged into any other PC they works fine. The message appears even if the 2400 is not plugged into the power but the moment I swap the monitor to another non-plugged in machine the message disappears to a black screen??????
Please explain.

Monitor is an output device, if it can't receive any data from the CPU then that message will appear.. if your mobo got an on board video port then use that one, or plug in a video card to your slot on your mobo and check if you can have a display.. if either way doesn't help then it could be a faulty mobo...
