I have an hp compaq n620c that was possibly hooked to a 19v 3.16 amp charger that may have reversed polarity, it was hooked up for 3-4 seconds... . the computer makes a bit more noise than normal when you go to start it up and acts like it is not getting enough juice to power on. What would this have damaged. best case worst case. anything will help.

"may have reversed polarity" is probably right. Even if it's under warranty expect to come out of pocket f/repairs.
