I have a strange issue with a friend's PC I've been looking at. Most of the time when you turn it on, the fan and HD spin briefly then stop. After doing this several times, it will usually start up normally. I've tried disconnecting various things, without any luck. It's a Fujitsu Siemens system.
Any ideas? I'm stuck and don't want to admit defeat I must admit!
Try resetting your CPU heat sink.

As Lasher said try resetting the heat sink. Also i d recommend that you consider checking out the PSU of your system as well. Although its company built so ideally should not be incompatible but as I have no idea how long you had the pc...it could be some issue with PS mate. Let us know how you get on.
