I cant seem to Drag & drop ANY files! None of them are locked, I am the registered and only user and I've tried disk repair!
Has anyone else had this problem, or got any idea what to try?

Hi,
I'm having exactly the same issue OS X 10.2, G4 Desktop. The only thing I've installed lately is Itunes 6. I've repaired my permissions (using the tool and by restarting in OS 9 and removing my preferences folder) nothing working! If anyone has a solution to this please say!

Then unfortunately, you've got a real problem on your hands.
My first suggestion, if you're using Norton Systemworks or any other piece of crap brought to you by the fine folks are Symantec, disable and uninstall it as your first order of business. Are you using anything like that?

It's a joke piece of software. Get rid of it for your own piece of mind and this problem should go away.

I've completly uninstalled the Internet security software and the problem is still there. I've tried creating a new user again (problem remains). Any other ideas?

Reboot in Safe Mode (hold down shift at Restart until you get to the login prompt). Login as the new user. Problem remains? It gets a bit more complicated after that for troubleshooting.

Problem's still there, and itunes has now stopped working. Click on play and it looks like it's going to play but the track doesn't count down and no music plays. No idea if it's related but it feels like everything is going wrong!

I wouldn't worry about iTunes not working when you're in Safe Mode.

Yup.
Best to copy and paste this into Terminal:
sudo rm -rf /Library/StartupItems/NortonPrivacyControl
Then hit Return, enter your admin password, restart your Mac, login, and see if Drag & Drop works again.

I ran the ls -laF /Library/StartupItems/ again and the Norton reference had gone.
Any other ideas?

This should return EVERYTHING on the Mac that has the word Norton in it.
Otherwise, you're quickly getting to the point where about all I can suggest is a complete reinstall of the OS. We're nearing the point where troubleshooting via forum isn't practical and a reinstallation is faster/easier. The fact that this problem follows you to a new account clearly indicates that it's system wide. What it could be, I'm not sure as I've never had this problem with any of the Macs I support, but in everything I've ever read, some POS from Symantec is responsible.
That didn't return anything, although I did notice that the file 'Macintosh Drag and Drop' was in the Extensions(Disabled) folder not the Extensions folder. I copied and pasted it to the Extensions folder (no joy) and moved the original to Trash as well (no joy) I now can't put the original back in the disabled folder or the normal folder as I can't drag and drop it from Trash! Is this the cause of the problem or just a symtom?

Extensions is from OS9 and has no baring on your current problem in OS X.
You're pretty much at the point where the only thing I can suggest is an Archive & Install of the OS.

The problem is across all users, so it's something in the System. The problem PERSISTS when you boot in Safe Mode (which only loads essential Apple kernel extensions). This points to a problem deep in the OS.
About the last 2 things I can offer as longshots are:
Download the latest Combo Update for your OS. Reinstall that.
Then repair permissions. Open Terminal.app and type (or copy/paste):
sudo diskutil repairpermissions /
Beyond that.. it's the dreaded A&I.

Ok, I've just tried the last couple of things you suggested. When I tried to repair permissions it higlighted a problem with itunes. I downloaded it and re-installed it but I still get the same message (text below). Could this be the cause of the problem? Itunes was the last thing I upgraded before I developed this issue.

The privileges have been partially verified or repaired on the selected volume.
Seems unlikely, but I supose it's possible. I'd suggest removing all indications of iTunes from everywhere on the Mac (using Spotlight) and then re-downloading and reinstalling it. Then repairing permissions. Don't forget to trash the iTunes pkg in /Library/Receipts/.
