I'm a little confused by your question but I'll answer you as best I can.

You can already boot off of any windows CD, its just best to boot off of the same version as the machine in question is already running- if you're going to be troubleshooting.

As for command-line installation, I don't know any thing about that...

On a related note, a very useful bootable CD you can buy or create (for free) is the Ultimate Boot CD, which you can find at www.ubcd4win.com. Its very handy, with lots of tools for troubleshooting and diagnosing problems. All you need is a copy of XP service pack 2 (any version), the program from the website, and some time.
