Most large chains have an agreement with MS to only stock Vista now. However I know that most small independants are still stocking it or you could always try eBuyer?

Microsoft stops licensing XP June 30, 2008. There will be a "downgrade" option, but that appears to be Vista merely emulating XP. See very limited coverage in computer press in Sept 07. Confirmable on Dell web site also.
