You can't you need the installation media.
Also, when recycling a Dell desk top how do i ensure everything is off the hard drive and memory
I use BCwipe for single files additional drives, it's a free utility http://download.cnet.com/BCWipe/3000-2144_4-10009333.html
Or if you want to wipe the entire hard drive you can use any low level format utility like this one.... http://www.softpedia.com/progDownload/HDD-Low-Level-Format-Tool-Download-37794.html
