i install a file to overclock my video card, when i messed around with the setting the screen when crazy, i restarted the computer and now it would let me into window at all not even safe mode, when i tried to reinstall windows it said error that the computer had to shut down. Any ideas on how to get it to work again?

Take out the video card, replace if needed with another, then try the boot again in safe mode.
If the video card tweak was the catalyst, then removing it should help the issue.
