I have ISA server 2006 + Bandwidth Splitter +GFI Web monitor,,
I make rules in Bandwidth Splitter for limit speed to client and evry thing ok but if client download from youtube it's download takes all speed of the line "only youtube"......
Notice:
not all client.....
help plz...I'm tried for this problem> alot .....
only the downloading make the problem? I mean what about while someone watching?

then probably you haven't configured it correctly. But the problem is why youtube, are you sure there aren't any exceptions for youtube?
As i understand the problem is in the Bandwidth Splitter. Try resetting the settings of the splitter
I tried with all the new releases .....
There is no defect in the configuration,
I did not make rule , only one role for the enter of internet from internal to external to all users.

If you downloaded from YouTube or video file from Facebook, preceded protocol https takes all speed,,,,
Example:
"https://r1---sn-25auxa-b15e.googlevideo.com"
"https://fbcdn-video-a.akamaihd.net"
no control on this link start by "https://"

try to using another software like splitter if it can't do the trick for https
