I noticed that there is about 15 second delay every time I start a new process. It happens while opening new programs and Chrome tabs as well (since each of them is a new process). This does not happen all the time, it starts randomly and restarting the computer always helps. What could be causing this delay issue?

memory? Have you checked the memory usage on the task manager? While you'r there check nothing really hogs the CPU.
