That sounds like a failed LCD. I've seen such failures and I can't offer much more since your post is very light on the PC details.

It could be a failed LCD as it was suggested already. You can also check the connection to the graphics card and also if its plugged it completely but I doubt that is the problem. Maybe try connecting new screen as well?
