Can some one tell me where I can find the setting in group policy that allows a domain user who logs onto the domain to have admin control over that or any local PC they use to log in with?
Any help appreciated.........;)

I don't think that setting would exist. Instead you can make that person a "Domain Admin", by adding that user group to their username. If you really like them, make them a full administrator, by adding the "administrators" group.
