I recently decided to reinstall windows because i needed a fresh start. When i did do it i did the install that does a fresh install and whipes everything out. The problem is when it finally finished it kept my other account names in the documents and settings folder, Like the area where it puts your cookies my documents and few others. Can anyone help me get rid of them, is there any way to do it without reinstalling? if there isnt please explain how to do it while installing windows.

You did not perform a 'Clean Install' at all! You performed an 'In-place upgrade' or 'Refresh install'. In other words, you installed over the top of your old installation, I'm afraid.
