If I go to desktop properties or through control panel and click on desktop the browse button is grayed out and if I try to pick from the left hand box nothing happens. Also if I go to themes my desktop only changes to solid color. Ive tried changing the wallpaper value in registry but it was always set to zero, Ive tried erasing noactivedesktop from registry, Ive tried everything all the techs on all the other site said to so. Help

go into control panel -> admin tools -> services
make sure the "theme" service is set to Automatic and Started
