I want to know that is there any best software utilities for the network administrators i.e. any good utilities for troubleshooting and diagnosing the networking problems.

I use a Linux LiveCD especially for that purpouse. There are many specialist ones with utilities such as packet sniffing and WEP/WPA key cracking.
