Firstly its hard to know the exact truth, as with anything to do with the google algorithm so there will be different points of view on this one depending on people's experience, which may vary.
Does this mean that if I design 10 sites for different clients, and using reseller hosting, host them all on the same server, that links between these sites would have little value, or have I misunderstood?
My belief is that these links will have value but less than if they were hosted on different servers.
I also suspect google may look at google Analytics codes to identify websites that are hosted on different IP addresses but that appear to be under the same management but that is pure speculation.
You should also consider putting the blog on a subdomain of domain 1
i.e. www.blog.domain1
This has worked well for me in the past but i know other SEOs/ Webmasters that swear by putting ti in a directory www.domain1/blog I would advise against using a third domain - better to build all thw value into one main domain. If they are on the same server google will not see these as useful external backlinks anyway.
Yes Google + is a form of social bookmarking released by Google to compete with the facebook 'like'.
You can hard code it into your website or add it to a CMS like wordpress using a plugin (much the same as adding a retweet button).
If you are keen you can seek out an invite and get in there and give it a go.
The google + 'rating' has started to appear in search results and so may influence clicks from organic searches and be used as a 'social signal' by google. Social signals have growing importance as a ranking factor in how google place your website in their search results and so chasing google +'s could be a way to increase your search engine rankings and visitor traffic from organic search.
You can now see what benefit you are recieving from google + in your Google Webmaster Tools account.
First you've got to work out why you dropped, then you need to address it.

Have all pages that previously 'ranked' page one dropped, if not which ones?
- describe the sort of pages which dropped, are they content pages, directory, products, news?
Are you running the sort of website that may have fallen foul of Google's Panda update?
- this means spammy, duplicated content, low user value website or a website relying on such websites for links. Also some websites that relied on long tail keywords for organic traffic or websites that have a specific keyword in the domain name.
